Meeting Minutes: February 22, 2022

The Board of Carter County Commissioners met in regular session on Thursday, January 27, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana. Rod Tauck, Vice Chair and Mike Watkins, Member; were present. Steve Rosencranz, Chairman; was absent.

The meeting was called to order at 9:00 am.

There was no public comment

OAC meeting:

Present for the meeting included Clerk and Recorder Pam Castleberry and Deputy Clerk and Recorder Judy Wright.

On the phone for the meeting included: John Neisner, and Cody Taggart of Scull Construction. Scott Cromwell of Slate Architecture, and Stewart from NorPac.

John, Cody, Scott and Contractors including NorPac and Star Plumbing were on site Tuesday, February 15, 2022 to diagnose temperature / heating issues in the new hospital.

Star Plumbing will be on site Thursday to fix the sewer smell in room # 1249 and the water leak in the kitchen.

They still have not figured out the reason that the ER wing system HVAC readings are not what they should be. They will continue to work on this issue until they solve the problem.

The kitchen hood damper was not functioning properly. They have corrected the issue and this has helped remedy the problems with the patient wing of the building.

The temperature in the dietary office has improved since the diagnostics that the crew run on Tuesday. They have also adjusted the set point for the patient rooms and are now holding positive pressure and room temperatures of 72-74 degrees.

Attorney Corbit Harrington joined the meeting.

The was discussion of the addition or replacement of slot diffusers to the patient rooms. Scull will do an inventory of the number of diffusers needed the cost.

The OAC meeting adjourned at 10:00. The next meeting will be March 07, 2022 at 9:00 am.

Attorney Harrington discussed fire suppression for the County and the Town of Ekalaka.

Dahl Memorial CEO, Ryan Tooke joined the meeting. He has found that there is an improvement in the heating in the new hospital. He still has issues with the windows icing up.

Road and Bridge Supervisor Carl Knapp joined the meeting to request permission to purchase steel that would be used to make car gates from Charles Parks. There is enough steel to make 10 car gates. Commissioner Watkins made the motion to approve the purchase of the steel from Charles Parks. The cost of the steel is $9,7196.00 including delivery. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

The Road Department is interested in applying Mag Chloride to be used on I mile of Beave Flat RD and 2 miles on the Chalk Buttes Road. Carter County would prep the road and hire Dust Busters Inc to apply the Mag chloride. It is applied at a rate of ½ gallon sq. yard.

Carl also requested selling the boom from the 6x6 truck by bids. The commission agreed to this and an add will be placed in the Ekalaka Eagle.

Montana State Representative Matt Rosendale Shawn and Sidney stopped into the meeting while touring through Eastern Montana. The conversation touched on the repair of Highway 7 and wind farms.

Fair Board members Cam LaBree and Clay Smith joined the meeting to review plans to rebuild the pens in the horse barn at the Fair Grounds. The have accepted a quote from Ryan Bruski for $12,530.00 including labor. They would like to complete the project before the 2022 Days of 85. The Fair Board as requested that the County Road Crew install gravel to level out the pens before construction begins. Carl will have the Fair board contact him when they are ready for the gravel.

The Fair Board is also looking for someone to paint the buildings at the rodeo grounds this year.

Commissioner Watkins made the motion to approve the project to build new pens in the horse barns at the Fair Grounds with Ryan Bruski completing the work for a price of $12,530.00, to be completed before the 2022 Days of 85. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

Carl Knapp built a covered walk bridge across the canal at the new hospital.  Carl and Vickie Knapp have donated it in honor of his dad Silas Knapp.

Commissioner Watkins made the motion to approve the meeting minutes for February 10, 2022. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

Troy Fruit, Airport Board president joined the meeting were a call to Craig Canfield of KLJ Engineering regarding the NAVAIDS grant. This grant will be used to replace the beacon light. Craig will send a list of FAA approved beacons. The Tower has been donated by the Fire Department and the maybe installed by Southeast Electric. They will send in the grant application when the installation is complete. The deadline for application is June 2023.  Commissioner Watkins made the motion to approve the non-Federal Airport NAVAIDS grant in the amount of $16,000.00. Commissioner Tauck seconded the motion. There was no public comment and the motion carried unanimously.

There being no further business, the meeting adjourned at 3:00 p.m.
