Meeting minutes: May 17,2021

The Board of Carter County Commissioners met in regular session on Monday May 17, 2021 in the Carter County Board Room of the Carter County Courthouse in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair; and Mike Watkins, member; and Attorney, Corbit Harrington were present. Board Chairman Steve Rosencranz called the meeting to order at 9:00 am.

Sheriff Neil Kittlemann was in to discuss purchase of a used DNRC fire truck at auction. If purchased this truck would be used in Alzada.

Sheriff Kittlemann asked about lifting the Stage I fire ban for 2 weeks to allow burning with a permit and a call to the Sheriff's office to report when they will burn. Neil will discuss this with Kurt Hanson at the USFS.

The commission discussed the agenda for the May 18, 2021 meeting. Commissioner Tauck made the motion to cancel the meeting on the 18th with Stewart Kirkpatrick; Attorney for Dahl Memorial Hospital Association.  Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

OAC Meeting # 40

Present: Cody Taggart, John Neisner, and Robert Johnson Scull Construction. Georgia Bruski, DES Coordinator, Judy Wright Deputy Clerk and Recorder, and Ryan Tooke Dahl Memorial CEO. On the Phone: Kelly Axtman Slate Architect.

TC Glass is on site this week to install doors that will be locked. The x-ray is here including the leaded glass. The x- ray machine will be calibrated by the end of the week.

Scull Construction has started on closeouts and attic stock.

The kitchen and the flooring are 90% complete. The roofer arrived Friday to finish the canopies and other jobs. The painter will be on site this week for final touch ups.  The landscaper will be on site next week. Scull Construction will help Dahl Memorial hang medical equipment in the exam rooms.

Ryan Tooke gave an update on the installations and deliveries Dahl Memorial has received. This includes beds, internet, surgery lights and clinic equipment. Items that are to be delivered or installed include the mattress’s and the call system.

Cody will issue CAR # 7 at the June 1, 2021 meeting.

 There was discussion about the Lab, with the possibility of an addition of work space. Dahl Memorial will have staff with credentials to preform various tests including the use of a microscope. Dahl will decide if they need to remove cabinets when the equipment is moved in and they can see If the space is needed.

There was a review of the signage. The will not be a directory unless the County or Dahl Memorial installs it at a later date. There will be directional signs and the doors will have signage.

The Emergency signage can not be hung on the building as is. There will be an enclosure built around each of the signs so that they can be mounted to the building.

 There is an ASI for additional dayroom outlets, to be used for the lift chairs.

Scull Construction will complete the punch list the 1st week of June.

The replacement pieces for the damaged siding, soffit and roof panels are on order with some pieces already here.

 The OAC meeting adjourned at 10:46. The next meeting is June 1, 2021.

The commission reviewed the Treasurers preliminary 2021-2022 budget. Commissioner Watkins made the motion to approve the budget. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

There was discussion regarding the County Attorney budget.

The commission discussed the structure of the Salary Compensation Board.

Sheriff Neil Kittlemann joined the commissioners, he spoke to Kurt Hansen, USFS. They have lowered the Forest Service fire stage to I. Neil will advertise that Carter County residents may burn with a County issued permit and if they call the sheriff’s office to let the department know when they plan to burn. Burning would be permitted from May 18, - May 30, 2021.

The meeting broke for lunch at 11:55 and reconvened at 1:00

Tricia Lovec, Senior Citizens Coordinator joined the commission. She presented the Budget contract addendum for 2021 with Action for Eastern Montana. She also asked for signatures on the Cares Act Funding agreement. Commissioner Tauck made the motion to approve the Budget contract Addendum with Action and the Cares Act Funding agreement. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

Commissioner Watkins made the motion to accept the bids. Commissioner Tauck seconded the motion. There was no public comment and the motion carried. Tricia left the meeting.

The museum lighting project was presented to the commission by guests Llane Carroll, Marlene Waterland, and Jerry Cline. The cost of the lights will be $203,737.00. They plan to do the project in phases and will go after grants to help with the costs. They discussed the museum expansion project. Llane explained the endowment program. The museum board left the meeting.

The commission returned a call to Jade Boggs at the Insurance Store. Where Jade informed the commission that because of the changes in Victory Workers Compensation coverage he will be getting a quote through The State Fund.

There being no further business the meeting adjourned at 3:55 pm.
