The Board of Carter County Commissioners met in regular session on Thursday, January 14, 2021 in Carter County Courthouse Board room. Where Steve Rosencranz, Chair, Rod Tauck, Vice Chair, Mike Watkins member, and Attorney Corbit Harrington were present. Commissioner Rosencranz called the meeting to order at 9:00 AM.
Bob Jacobs joined the meeting to request permission to hang elk horns in the stair well or the entry of the courthouse. Bob also let the commissioners know that the shut off and waterline for part of the old hospital is above ground in the boiler shed. It will need to be rerouted or heated if the boiler shed is removed. Bob left the meeting.
Commissioner Tauck made a motion to sign CDBG grant draw dawn in the amount of $82,568.00.
Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
Commissioner Watkins made the motion to approve the minutes for the January 04, 2021 Commissioners meeting. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
The commission and Corbit reviewed Weed Board by-laws.
The was discussion of funding for the Predator Board and the re-formation of the Protection Board.
Dane Castleberry, Airport Board member and Jessie Scott Weed Board Supervisor and Airport manager joined the meeting to review the incident on January, 08, 2021, where Jessie hit the hanger building while moving snow. Attorney Harrington recommended Jessie be put on 6-month probation. The Board and Commission would approve a management plan for her that would be supervised by the Airport Board. Jessie will also post an agenda for a meeting with the Commissioners and the Weed Board to review The Weed Plan. Dane and Jessie left the meeting.
Georgia Bruski, DES Coordinator joined the meeting to update the commissioners on the schedule of vaccinations set up by Fallon County for Carter County residents. The Commission received an application from Patricia Laughlin RN. For the position of Public Health Nurse. There was discussion of the location of the County Health office.
The Commission broke for lunch at 12:00 and reconvened at 1:00.
Pam Walling MACO, Health Trust Coordinator and Joanne Romako MACO Health Trust Administrator, joined the meeting to offer a quote of Health Insurance Coverage.
Pam Castleberry has done some research on the type of software needed to do the billing for County Health. The County will have to have a Doctor sign on as the administrator of the program.
The commissioners called Southeast Electric to purchase a used meter to have installed at the airport. The commission also placed a call to Direct Electric of Baker, MT. for installation of the meter. They will be in Ekalaka tomorrow and will quote the job.
The Board discussed the amendment to Pluhar's hangar lease at the airport. Carter County will pay the base charge and sub meter. County will pay the minimum and what ever is recorded on the meter on the plow shed and Pluhar will pay anything over.
