Minutes : March 15, 2021

The Carter County Commissioners met on Monday March 15, 2021 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz Chairman, Rod Tauck Vice Chair, Mike Watkins Member, and Attorney Corbit Harrington. 

Commissioner Watkins made a motion to approve the 03/11/2021 meeting minutes with corrections. Commissioner Rosencranz seconded the motion. The motion was approved unanimously with no public comment.

Carl Knapp and Garth Conroe from the Road and Bridge Department joined the meeting for Garth’s 6-month job performance review. Commissioner Tauck made the motion to remove Garth from probation and raise his salary to $22.83 an hour. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.   

OAC Meeting:

Present- Scott Cromwell Slate Architecture, Robert Johnson Scull Construction, Ryan Tooke Dahl Memorial CEO, Georgia Bruski DES.

Phone in- John Neisner, Cody Taggart, Chet Price Scull Construction. Kelly Axeman, Amanda Slate Architecture.  

Action Items:  Signage - Remove Dahl logo from signs, add Public Health and Pharmacy to the signs. The emergency signage marking the ambulance bay will be illuminated by external lighting. There is no wiring in place to light the signs. The Dahl Memorial Health signage on the exterior of the building is tabled until Scott can work up a plan that would include a stand off sign. He will discuss plan with Robert and Cody.

Courtyard – Ryan Tooke Dahl Memorial CEO, he has donations to pay for the landscape and volunteers to help plant greenery and maintain the area. Robert invited the commissioners to visit the job site so that they can lay out the concrete design before the concrete crew arrives Tuesday.

Scull will send an RFI to Slate for the addition of a door between room 1228 and 1229 for Public Health Department. They will provide a cost update for the County as soon as they review the changes.

East side drainage – The landscape grading and down spouts installed on the East side of the building will prevent standing water in that area. If this becomes problem the County will consider other options, including adding a rock drainage area.

Canopy details - Includes using the membrane roof with coping. It will be open underneath and Slate will plan how lighting attach. They plan to use paint and gray flashing to finish the Canopies.

The Curved walk at the main entry will have a walkway across the semicircle, no stairs.

The Flagpole will be centered in the gap northwest side of the building, the leasee’s signage will be located on the Northeast side.

Delivers scheduled for today and possibly tomorrow have been delayed because of a winter storm in the Black Hills. Scull concrete crew will be on site next week.

Propane tanks starting next week, with lines going in on March 29, 2021.

Robert sees the project at the point of bringing in G.E for the CT scan and the commissioning agent by the end of April.

Scott would like to add Acoustical insulation in the ER waiting room. They will submit an RFI today.   

They are still working through issues with the kitchen serving cart top.

The next OAC meeting adjourned at 11: 45. The next meeting will be April 5, 2021.

The commission broke for lunch at 11:52 and reconvened at 1:00

The Dahl Memorial Hospital Board joined the meeting. Jitt Schneider, Melody Loken, Troy Fruit, Dane Castleberry, Ashely Padden, Charles Parks, and Georgia Bruski. Other guests present include Ryan Tooke, Dahl Memorial CEO. Joining the meeting by phone: Stewart Kirkpatrick, Dahl Memorial Attorney, Jim Murphy Mt. DPHHS, Mindi Murnion Fallon Co. Public Health, Trish Laughlin Carter Co. Public Health.

The was discussion regarding the roles and responsibilities of the County Health Department and Dahl Memorial Hospital. Ryan agreed to set up a follow up meeting with Dahl Memorial and Carter County Public Health.
