Minutes: May 03, 2021

 The Board of Carter County Commissioners met in regular session on Monday May 03, 2021 in the Carter County Courthouse Board Meeting room of the Carter County Courthouse in Ekalaka, Montana.  Steve Rosencranz Chairman, Rod Tauck, Vice Chair and Mike Watkins, and Attorney Corbit Harrington were present.  Board Chairman Steve Rosencranz called the meeting to order at 9:00 a.m.  

Stefanie Harrington Health Department Supervisor, discussed technology specifications at the hospital as she is looking into options to store files on the hospital and or the Counties web server.

There was a brief discussion about keys to both buildings. Judy Wright Deputy Clerk and Recorder brought keys that Stefanie signed for, as well as a set she checked out for Kirstie Nelson, Public Health Nurse.

Carl Knapp Road and Bridge Supervisor, joined the meeting where commissioner Watkins made the motion to not make the repairs to the County work truck. Commissioner Tauck seconded the motion there was no public comment and the motion carried.

Commissioner Tauck made the motion to purchase a new Kenworth chassis at cost of $ 78,500.00. the Road Department will use the box from the old truck on the new one. Commissioner Watkins seconded the motion. There was no public comment and the motion carried. The new Kenworth chassis will not be available until September 2021.

Stefanie requested the commissioner’s signature on 2 Imtrax forms, to allow Stefanie and Kirstie access to the program.  Commissioner Tauck made the motion to sign Imtrax forms. Commissioner Watkins seconded that motion.  There was no pubic comment and the motion carried.

The was discussion about well child immunization schedules.

OAC meeting

Present: Cody Taggart, Robert Johnson, John Neisner, Scull Construction Scott Cromwell, Slate Architecture. Ryan Tooke, Dahl Memorial Hospital. Stefanie Harrington and Corbit Harrington. Judy Wright Deputy Clerk and Recorder. Called into the meeting, Kelly Axmen Slate Architecture and Greg Benjamin, Stahly Engineering.

TC Glass will be on site Wednesday to start installing exterior doors any doors not finished will be padlocked.

Scull will present the final CAR at the June 1, 2021 meeting. Ryan Tooke, Dahl Memorial CEO requested a detailed invoice for the pneumatic tube system that is required to receive grant funds to pay for the system.

The flooring is coming along, it has been a slow process. The roof top units are being installed. They will transition to the owner’s heat system next week. Carl Knapp will be on site this week and next to finish grading around the building in preparation for the landscapers.

The job trailers and equipment not needed to finish up the job will be removed from the site and touch-up paint to be completed in the next week. The elevator is operational, but needs dry wall, trim and electrical to finish the project.

The commissioning agent has completed step one of the inspections. It went well, they received excellent thermo scans of the building.

The X-ray system install will start tomorrow and the phone system next Wednesday. The C.T. scan install will start the end of June.

There was discussion regarding the sign structure made metal “long boards”. This would be located near the entrance. The building signage would be welded to this; it would also provide protection for the pneumatic tube system. Commissioner Tauck made the motion to have the “long board” sign structure installed at a cost of $8,445.19 not including the welding. Commissioner Watkins seconded the motion. There was no public comment and the motion carried. Scott Cromwell, Slate Architect agreed to split the cost of the long board sign structure.

Greg Benjamin, Stahly Engineering will be on site next week with Carl Knapp for grade work and drainage around the building. Judy asked about installing railing along the ambulance drive to prevent anyone from driving off the edge. The grading will take care of this, as per Scott Cromwell.

Attorney Corbit Harrington questioned the ceiling tiles blocking the high windows in the entry. Scott reviewed the plans and there are no ceiling tiles in the plan. There are how ever some heat ducts and a vent in the area. Scott will go look at the situation after the meeting.

The next OAC adjourned at 11:12 pm. The next meeting will be May 17, 2021

 

The commission discussed the Weed Supervisor overtime. Commissioner Tauck made the motion to approve 20 hours of overtime for Jessie Scott, Carter County Weed Supervisor. This would start the third week in May and go through the end of June. Where she would then be allowed 10 hours of overtime. Commissioner Watkins seconded the motion and the motion carried with no public comment.

Commissioner Watkins made the motion to approve the meeting minutes for April 30, 2021 with corrections. Commissioner Tauck seconded the motion. The motion carried with no public comment.
