Minutes: May 13, 2021

The Board of Carter County Commissioners met in regular session on Monday May 10, 2021 in the Carter County Courthouse Board Meeting room of the Carter County Courthouse in Ekalaka, Montana.  Steve Rosencranz Chairman, Rod Tauck, Vice Chair and Mike Watkins, and Attorney Corbit Harrington were present.  Board Chairman Steve Rosencranz called the meeting to order at 9:00 a.m.  

Stefanie Harrington, Public Health Supervisor and Kirstie Nelson, Public Health Nurse attended the meeting to request signatures on the MIDAS system access application form. They also requested a signature on the immunization contract for fiscal year 201-2022 and vaccination forms.  Public Health is currently applying for a COVID-19 grant for childhood immunizations.

Commissioner Watkins made the motion to approve the use of a new state vaccination recording forms. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

Commissioner Watkins made a motion to replace the carpet in the Public Health exam room in the new facility with vinyl plank flooring. Commissioner Tauck seconded the motion. There was no public comment and the motion carried. Stefanie and Kirstie left the meeting.

 Doug Bonsell and Wayne Yost, Carter County Conservation District and Pam Castleberry Clerk and Recorder, joined the meeting.  The Conservation district received Grant from McCone County in the amount of $10,000.00 and a grant from Conservation Advisory Council for $20,000.00. They will use the to go toward the purchase of a no till drill. The Conservation District has opted to purchase a reconditioned drill for $47,000.00 - $48,000.00. They are requesting the rest of the funds from the from the County. Pam suggested requesting the funds in the 2021-2022 budget. Doug and Wayne left the meeting.

Kathy Rosencranz dropped off a copy of County laws in regard to noise and littering as the Commissioner received an email complaint from a constituent.

Stefanie Harrington joined the meeting.

Commissioner Tauck made the motion to approve the meeting minutes for May 03, 2021. Commissioner Watkins seconded the motion. There was no public comment and the minutes were approved with corrections.

The Commission discussed Public Health rooms and building usage at the new facility.

Commissioner Rosencranz signed the FAA Single Audit Certification Form for the Airport Improvement Program grant agreement.

Dave Anderson and Nathen Stone, Denbury Resources and Greg Benjamin, Stahly Engineering joined the board to review the contracts for the road use agreement between Denbury Resources, Stahly Engineering and Carter County. Attorney Harrington will submit a revised contract to Denbury Resources tomorrow.

Stahly Engineering will contract with Carter County with the understanding that Denbury will pay half of the costs of the road use assessment.  They will start the assessment survey by the mid-June, 2021.

The meeting adjourned for lunch at 12:00 and reconvened at 1:00

Airport Master Plan meeting

Carter County Airport board, Greg Harris, Troy Fruit, and Dane Castleberry. Bill Kalstrom, Airport manager, Darin Pluhar Plu’s Flying Service, Ryan Tooke Dahl Memorial CEO, Kent Penney, Greg Canfield, Andrew Zielke, KLJ Engineering Mark Mackey, Mary Linch.

KLJ Engineering provided an overview of the Master Plan. The main areas of study included runway length, update and relocation of the weather station. The need to accommodate medical flights, instrument approach. They will assess the needs of aircraft storage and terminal buildings. There was review of airport owned property and runways. The airport meeting adjourned at 2:42pm.

Stefanie Harrington returned to the meeting to request signatures on Public Health forms.

There being no further business the meeting adjourned at 3:30
