Minutes: November 9, 2020

The Carter County Commissioners met on Monday, November 09, 2020 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz Chairman and Mike Watkins member, Rod Tauck vice chair. Commissioner Rosencranz called the meeting to order at 9:00 AM.

Georgia Bruski joined the meeting to discuss matters regarding COVID-19 and the extra assistance needed for contract tracing.

Troy Fruit joined the meeting to take a phone call with Craig Canfield, Kent Penney, Andrew Zielike from KU Engineering.

KU recommends an advisory committee be put in place to review the airport expansion project. They will implement a master plan to educate people, generate feedback and building implementation. There will be addition information sent to Pam Castleberry to send out to potential advisory board members.

OAC Meeting

Present: Troy Fruit, Ryan Tooke and Cody Taggart. Phone In: Robert Johnson, Kelly Axman, Scott Cromwell Slate Architect, Theron and Ashley from Stahly Engineering.

Safety and Security: Icy conditions

Action Items: Propane tanks - plumbing and piping proposal received yesterday. Scull will review and present to the County next week.

Canopy Details: There will be onsite meeting to review the final details.

PT Gym: Scull is waiting on pricing updates from Norpac and Muth. The updated prices will be presented at the next meeting.

Contract Progress: Painting in progress in the patient rooms. Area C Drywall, tape and texture next week. Area B2 rough-ins almost complete. They will start 1st floor rough-ins next week. Parson will finish framing area A next week. Exterior concrete is finished for the season. Flooring, Acustic ceiling tile, and casework will start the end of the month.

ASI/ PR Electrified Hardware ASI

Owner Items: CAR # 3(Contingency Allocation Report) Commissioner Watkins made the motion to sign CAR #3 in the amount of$ 37,880.41. Commissioner Tauck Seconded the motion. There was no public comment and the motion carried.

The meeting broke for lunch at 12:00 and reconvened at 1:00

Carl Knapp and Vince Gallegoes joined the meeting for Vince's 6-month employment review. Commissioner Watkins made the motion to approve the 6-month review for Vince. Increasing his pay to $22.83 an hour. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

Ryan Tooke Dahl Memorial CEO report. Budget review and the National Guard is helping at the facility at this time.

Commissioner Tauck move to approve annual report for FAA. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

Commissioner Watkins move to sign the agriculture Exemption

Commissioner Rosencranz seconded the motion as Tauck Land and Livestock donated. There was no public comment and the motion carried.

The Board adjourned to view the Hospital Building at 2:20 Pm
