The Carter County Commissioners met on Thursday October 08, 2020 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz Chairman, Vice Chair Rod Tauck, and member Mike Watkins, Corbit Harrington Attorney. Commissioner Rosencranz called the meeting to order at 9:00 AM.

Troy Fruit Carter County Airport Board President, joined the meeting regarding the Airport paving project. A call was placed to Chris Boom of Sacrison Paving to schedule what day his crew could be here to start laying asphalt. He stated that they would not be available until sometime next week. Ken Jesperson joined the meeting and there was discussion of other options for paving the airport this fall. They placed a call to Prince construction as they are paving highway 323 and may be able to do the work at the airport. They will not have time for another project this year. The commissioners and Troy went to the airport to look at the dirt work completed and the scope of the project.

The Commissioners, Pam Castleberry, and Attorney Harrington joined in Personnel Policy review with regard to Human resources in a position of supervising Department heads or departments with only one employee. The organizational flow for grievances would be Department head, Human Resources and finally the Commissioners. The various County boards supervise their department as long as they have by-laws.

Tricia Lovec Senior Coordinator, joined the meeting to ask what the steps would be to hire substitute driver for the Senior citizens bus. The commissioners suggested that she advertise for the position.

The meeting adjourned for lunch at 12:00 returned at 1:00.

Commissioner Tauck made a motion to sign and approve BARSS funds in the amount of $68,765.33. Commissioner Watkins seconded the motion. There was no public comment. The motion carried.

Commissioner Tauck made the motion to sign the Budget and Salary agreement with Montana State University and Fallon/Carter Extension. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

Troy Fruit Airport Board President joined the meeting and they placed a call to Chris Boom of Sacrision Paving. He will be in Ekalaka On October 12, 2020 at 11:00 to look over the project.

The commissioners reviewed the policy manual.

There being no further business the meeting adjourned at 3:00 pm.
