Minutes: September 30,2022

The Board of Carter County Commissioners met in regular session on Friday September 30, 2022, in the Carter County Commission Board Meeting Room of the Carter County Courthouse at 214 Park Street in Ekalaka, Montana.  Steve Rosencranz, and Mike Watkins, Member; were present. Chairman; Rod Tauck, Vice Chair joined by phone.

The meeting was called to order by Chairman Steve Rosencranz at 9:00 am. There was no public comment.

The Commission approved claims in the amount of $631,900.30 and payroll in the amount of $251,309.12.

County Maintenance Bob Jacobs joined the meeting with a quote for the repair of the courthouse generator. The generator will not start properly in cold weather. Commissioner Watkins made the motion to approve the quote from T. W. Enterprises in the amount of $2121.37 for the repair of the generator. Commissioner Rosencranz seconded the motion there was no public comment and the motion carried.

County Attorney Corbit Harrington joined the meeting.

Commissioner Watkins made the motion to approve the meeting minutes from September 19, 2022. Commissioner Rosencranz seconded the motion. There was no public comment and the motion carried.

Treasurer Jesi Pierson joined the meeting at the request of the Commissioners where she informed them of the current status of the Town Mil levy. The commission called Town Mayor Buck Kratzer for his input on the Ekalaka Public Library insurance and budget. The call ended and Jesi left the meeting.

Clerk and Recorder Pam Castleberry joined the meeting. The commission requested that Pam submit an ad for the custodial position at the courthouse. Commissioner Watkins made the motion to advertise the position for a 20 hour a week contract for bids for the County custodial position. There was no public comment. The motion carried.

The meeting broke for lunch at 12:00.

Commissioner Rosencranz did not return after the lunch break. Commissioner Tauck called the meeting to order by Phone.

Commissioner Watkins made the motion to hire Carrie Haar N. P. for the Public Health Officer position. The working hours for the position would be approximately 10 hours a month with a salary of $500.00. Commissioner Tauck seconded the motion. There was no public comment and the motion carried. Clerk and Recorder Pam Castleberry will draft a letter of employment to Ms. Haar.

Airport Board President Troy Fruit and County Attorney Corbit Harrington joined the meeting. There was discussion regarding the airport maintenance position. The airport Board will meet next week to interview the applicant and give the Commissioners their recommendations. Troy left the meeting.

Carter County Treasurer Jesi Pierson joined the meeting to request permission to disperse entitlement funds according to mil levies. The commission agreed and signed documentation. Jesi left the meeting.

Ekalaka Library Board Vice-Chair Denise Strickland and Library Director Patricia Kalstrom joined the meeting. They explained the issues with the liability and workers compensation insurance. MMIA Insurance has required a change in the Contract between Town of Ekalaka and the Library. There was been problems with receiving current budget and accounts receivable and claims information from the Town. Denise and Pat joined the meeting to make sure that the Commissioners where aware of the issues in light of the funding the County provides the library.
