The Carter County Commissioners met on Monday August, 24, 2020 in the Carter County Courthouse Boardroom. Present were, Steve Rosencranz, Chairman, Rod Tauck Vice Chair, and Mike Watkins member Corbit Harrington, Attorney. Commissioner Rosencranz called the meeting to order at 9:00 AM.
Commissioner Watkins signed letter to D.O.T.
Commissioners and Attorney Harrington briefly discussed Weed Board by-laws and policies and procedures.
Attorney Harrington summarized the MACo opinion on County responsibilities of maintenance of auto gate in the County.
Georgia Bruski, DES and Sheriffs Office, Presented an over- view of the Sturgis Motorcycle Rally event in Alzada August 11,2020. Cooperation between agencies including, DOT, Montana Highway Patrol, Belle Fourche Ambulance Service, Wyoming Highway Patrol, Life Flight, Montana Motor Carriers, Sheriff and Peace officers Association. Carter County Sheriffs Office had 6 officers on scene. The was a total of three incidents including 2 motorcycle accidents and one heat stroke. Traffic was backed up in Highway 212 for 1-2 hours and parking at the event was an issue. Suggestions for next year include- incident channel for all EMS and Law. Have Verizon place a portable tower in the County for the volume of cell service, Direct communications with Life Flight and stage a Carter County Ambulance at the event.
Commissioner Watkins made a motion to approve the agricultural exemption prepared by Interstate Engineering for Marie Morgan. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Attorney Harrington reviewed the contract for the Hospital building project with Slate Architect.
Robert Johnson from Scull Construction -briefly looked over the parking lot and sidewalk concrete quote. Commissioner Watkins made the motion to accept the quote in the amount of $66,282.42. Half to be completed this fall and half next spring. Commissioner Tauck seconded the motion. There was no public comment and the motion passed.
The meeting broke for lunch at 12:35 and reconvened at 1:00.
Dax Simek, Stahly Engineering joined the commissioners for survey review. They toured the Dahl Memorial Hospital building project.
Jesse Scott and Taylor Kuntz, Carter County Weed Department. Weed Department operations. Jesse explained the spray truck incident in the forest August 17, 2020. Jesse explained that the truck got high centered has she tried to back up to turn around.
As per Attorney Harrington, there should be a report filed with H.R. by the end of the day when there has been an injury or damage to equipment or buildings. Each employee present or involved in the incident should fill a sperate report to their supervisor and or H.R. Jessie and Taylor left the meeting.
Troy Fruit, Airport Board chair, Touching base on the airport drainage project. He wants to make sure that the County has contacted Chris Boom of Sacrison Paving.
Neil Kittleman, Carter County Sheriff. He has discussed with the Forest Service the need for fire restrictions. Commissioner Watkins made the motion to do a resolution for Stage I fire restrictions. Commissioner Tauck seconded the motion. The resolution # 08/27 /2020-01 would take effect midnight August 28, 2020. There was no public comment and the motion carried.
