Commission Proceedings 08-13-2020
The Carter County Commissioners met on Monday August, 13, 2020 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz, Chairman and Rod Tauck, Vice Chair, and Corbit Harrington, Attorney. Mike Watkins member was absent. Commissioner Rosencranz called the meeting to order at 8:50 AM.
Commissioner Tauck made a motion to approve the Scull Construction Bond increase. The bond was $3,830,859 increased to $15,655,941.02. Commissioner Rosencranz seconded the motion. There was no public comment. The motion carried.
Commissioner Tauck made a motion to repair the body damage on the ambulance. The amount of the quote is $6,080.00. Commissioner Rosencranz seconded the motion there was no public comment and the motion carried.
The commissioners signed letters to the Montana Department of Transportation.
The commissioners signed the trailer lease agreement with Mark and Judy Wright.
Commissioner Tauck made a motion to approve minutes for the August 10, 2020 board meeting. Commissioner Rosencranz seconded the motion. There was no public comment. The motion carried.
Commissioners discussed Public Health Department Staffing. Pam Castleberry presented a letter to Invite County citizens to serve in an advisory capacity on the Health Board. She has also drafted a letter to Steven De Ford inviting him to serve as a voting member of the Health Board. Steve stated that Jessica Walker declined the nomination to serve as a voting member on the Heath Board.
The commissioners and Attorney Harrington toured the Hospital building project with Senator Daines.
The meeting broke for lunch at 11:48 am and reconvened at 1:00.
There was discussion regarding auto gate maintenance and the auto gates on the Padden Road. Attorney Harrington recommended that the landowners maintain the fences and that they may not block County Roads.
The commissioners returned a phone call to the United States Department of Commerce - US Census Bureau to answer survey questions.
Pam Castleberry reviewed the budget with the commissioners. PILT funds have been held over for the last two years to be expended at the commissioners discretion. Castleberry is requesting the monies be transferred to non levied such as Camp Needmore
BARSA funds for could be used to fund road department. Pam attended town hall meeting where they discussed COVID-19 fund allocations, she stated that it will be important to keep the monies in a separate fund and thoroughly document the moneys use.
Pam also discussed transportation the COVID-19 tests to the lab in Billings. Stating that County employees could do the transport if they did not get over time and they may also use the museum vehicle. She would also require a list of the potential drivers if they are not County employees, they can be listed on the Counties Insurance.
