Meeting minutes June 01, 2021
The Board of Carter County Commissioners met in regular session on Tuesday June 01, 2021 in the Carter County Board Room of the Carter County Courthouse in Ekalaka, Montana.; Rod Tauck, Vice Chair; and Mike Watkins, member; were present. Steve Rosencranz, Chairman was absent.
Board Vice – Chairman Rod Tauck called the meeting to order at 9:00 am.
Wayne Yost, Carter County Conservation District was in to present the CCCD Preliminary budget for fy 2021-2022. They have requested $30,000.00 from the conservation division of DNRC. Adam Courtney is looking for refurbished no till drill. The commission suggested that the Conservation place a new ad for the no till drill in the paper. Wayne left the meeting.
Bob Jacobs County Maintenance, stopped in to report that the boiler will need about $1,000.00 in repairs.
The commission and Attorney Harrington called and left a message for Dan Semmens, Bond Council regarding the RFP advertisement for the lease of the new hospital.
Trisha Lovec Senior Citizens Coordinator joined the meeting for 2021 – 2022 preliminary budget review. She also discussed the purchase of a new freezer for the food bank.
Commissioner Watkins made the motion to accept the Carter County road evaluation contract for the amount requested by Stahly- $56,500.00. Carter County will pay the full amount with Denbury reimbursing the County $28, 250.00. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

In person: Ryan Tooke, Dahl Memorial CEO, Robert Johnson and Cody Taggert from Scull Construction.
Commissioner Watkins moved to approve the CAR #7. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Safety and security, exterior doors will be locked
Contract Progress
Landscape Company will be on site for 2 weeks, may finish in 1 week.
Electrician on site to install can lights.
Door technicians on site, they are missing the door cores for keying.
Medical Cylinders are 6-8 weeks out.
TC Glass will be on site to finish interior glass 4-19-2021, finish interior glass and some exterior doors.
Star Plumbing here to work on a few sinks and prep area.
Norpac is working on dryer vents
Clarks Roofing has replaced all the damaged panels
Muth as several odds and ends to finish. 2 weeks left
Mason has to fix missing stone
Garage door remotes are being installed
Otis elevator will come back to finish and sign forms
Signage directional signs are not here yet.
Flooring- 10-15 planks need to be replaced
3-4 door frames need safety mechanisms
Out door finishes that need completed include concrete flashing block extensions, down spout, and courtyard fence.
Scull Construction and Slate Architect are working to finalize the punch list and the unfinished list.
Kelly gave an up date on the Slat wall; the materials are on site. The cost is $11,186.78 and Scott agreed to pay for half of the cost of the Slat wall. He will take it off of his fee, this will be clarified with an email from Kelly.
The commissioning agent will be on site for two weeks and then will do some verifying remotely.
There was discussion regarding the Public Health phone line in the new building.
There was discussion of the signage as well as the Canopies. The OAC meeting adjourned at 10: 45.
Tracey Walker Superintendent of schools joined the meeting with an update on the replacement of the Deputy Superintendent of Schools. There are several people in the County with qualifications including Katy Wright, Christina Schmid, and Sharon Carroll. Tracey will post the position at the post office.
Commissioner Watkins moved to sign Denbury contract. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Kenny Schultz called about the Schultz gravel pit. The commission will meet with Carl Knapp, Road and Bridge Supervisor regarding the gravel pit.
Neil Kittlemann joined the meeting to discuss the decay ordinance.
The Forest Service can declare fire restrictions without the County doing so. Commissioner Watkins made the motion to go out of Stage 1 fire restrictions. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
The meeting broke for lunch at 12:00 and reconvened at 1:05.
Kitty Schmid Town of Ekalaka Clerk, was in to ask the commission to use the ARPA funds to help the Town of Ekalaka with infrastructure work. The commission advised The Town to apply for funding.
There being no further business the meeting adjourned at 1:30.
