Meeting minutes May 28, 2021
The Board of Carter County Commissioners met in regular session on Monday May 28, 2021 in the Carter County Board Room of the Carter County Courthouse in Ekalaka, Montana. Steve Rosencranz, Chairman; Rod Tauck, Vice Chair; and Mike Watkins, member; were present. Board Chairman Steve Rosencranz called the meeting to order at 9:00 am.
Commission reviewed and approved claims in the amount of $534,589.49. They approved payroll in the amount of $217,489.20.
Georgia Bruski, DES/ Sheriff’s administrator, updated the commission on the permitted burning during the Stage 1 fire restrictions.
The Board discussed the American Recovery Act Plan.
Commissioner Watkins made the motion to hire Courtney Montgomery as the Camp Needmore Care Taker. Her starting salary would be $ 15.00 per hour for 20 hours a week. She will complete 6-month probational period.
Attorney Corbit Harrington joined the meeting.
Commissioner Tauck made the motion to approve the DPHHS Substance Abuse Contract. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
Commissioner Watkins made the motion to approve the Predator Control Contract for the month of June 2021 to Ethan Lindell. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Pam Castleberry Clerk and Recorder joined the meeting were she and the Commission discussed the American Recovery Act Plan funding; how to apply for the funds including how the funds may be used.
The commissioner discussed the upcoming 2021-2022 Predator Control Contracts.
The commission and Attorney Harrington reviewed the updated road use contract with Denbury Resources.
There was discussion regarding a Decay ordnance.
Pam presented Lynn Williams resignation as the Deputy Superintendent of Schools. Commissioner Watkins made the motion to accept Lynn’s resignation. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
David Barber joined the meeting to asked the commission for reimbursement for the trees that have been killed by weed spray run off from the spray applied by the County at the old County shop. David is requesting $150.00 to replace his trees. Commissioner Rosencranz requested that Attorney Harrington draft a release for payment. Commissioner Tauck made the motion to approve the payment of $150.00 to Dave Barber for the replacement of his trees. Commissioner Watkins seconded the motion there was no public comment and the motion carried.
The Board placed a call to Dave Anderson of Denbury Resources. They discussed the addition of video road assessment and the additional miles on the North Ridge Road.
Commissioner Tauck made the motion to accept the Denbury Resources road use agreement with the addition of 2-3 miles of North Ridge Rd and addition of Denbury and Carter County splitting the cost of the Road Use Assessment performed by Stahly Engineering. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
The Commission called Greg Benjamin of Stahly Engineering, requesting up dated contract to include video survey cost and cattle guards in the assessment. Greg will have the contract ready by Tuesday, June 1, 2021.
Commissioner Watkins made the motion to approve the meeting minutes for May 17, 2021. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
There being no further business the meeting adjourned at 11:55
The commissioners traveled to meet with the Fallon County Commissioners to conduct County Extension Agent Interviews.
