Minutes: April 19, 2021

The Board of Carter County Commissioners met in regular session on Monday April 19, 2021in the Carter County Courthouse Board Meeting room of the Carter County Courthouse in Ekalaka, Montana.  Steve Rosencranz Chairman, Rod Tauck, Vice Chair and Mike Watkins, and Attorney Corbit Harrington were present.  Board Chairman Steve Rosencranz called the meeting to order at 9:00 a.m.  

Gary Hablutzel joined the meeting to review the Health Insurance Premium for 2021-2022. The premium has increased 5% this year. Commissioner Tauck made the motion to accept the renewal offer. Commissioner Watkins seconded the motion and there was no public comment. The motion carried unanimously.

OAC Meeting

Present- Kelly Axman, Cody Taggert and Robert Johnson, Scull Construction. Georgia Bruski DES coordinator. Ryan Tooke, Dahl Memorial CEO, Stefanie Harrington, Carter County Public Health Administrative Assistant. Pam Castleberry, Clerk and Recorder.

Phone in- Scott Cromwell Slate Architecture, John Neisner Scull Construction.

Attorney Harrington asked if there would be a finish on the roof vents. There is no plan to finish them currently, but Scull can present a quote to paint them at the next meeting.

Schedule delays include CT Glass and the Roofer. Flooring is 90% complete. They have started the final cleaning in the finished rooms.  Crews are working on kitchen fixtures, ceiling tiles, doors, and the elevator. The landscape final grading is scheduled in three weeks, depending on the weather. The commissioning is slated to begin soon as well. There is a possibility of moving in starting the first week in May.

Cody presented the revised CAR #6 to the commissioners to sign. Commissioner Watkins made a motion to sign the CAR #6. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

The lockers in the breakroom have finally arrived on site after being lost and damaged in shipping. There will be replacement doors sent from the manufacture.

There have been several roof leaks around the Conduit and damage to the roof and the eves from the installation of the roof access ladder that will be addressed as soon as possible.

Scull Construction is pricing aluminum long board replacement for the slat wall.

Ryan Tooke is working with supplies and installers for the x ray equipment, surgery lights, phone system, and lab equipment. He has also contacted Baker Furniture for pricing to update the recliners and add sleeper sofas to the long term care rooms. Dahl Memorial will supply the shelving in the central supply room, equipment in the Pt gym and will replace the bridge on the walking path.

The next meeting will be May 3rd. OAC meeting adjourned at 11: 02.

The Commissioners, Stefanie and Attorney Harrington toured the New Hospital.

Carl Knapp and Rich Brown from the Road and Bridge department joined the meeting for Rich’s 6-month job review. Commissioner Watkins made the motion to remove Rich from probation and increase is salary to $22.83 Commissioner Tauck seconded the motion. There was no public comment and the motion carried. Rich left the meeting.

Carl and the commissioners discussed the Road department budget for fuel, repairs, and bridge. Carl stated that with the open winter the crew has completed many of the road projects he had planned for spring and summer. He currently has 2 gravel trucks that will need major repairs as well as the service truck. They discussed replacing the service truck next fiscal year. Carl left the meeting.

Commissioner Watkins made the motion to approve the meeting minutes for April 12, 2021. Commissioner Tauck seconded the motion. There was no public comment. The motion carried unanimously.

The Board received a letter stating That Plu’s Flying service has a pollution statement in their liability insurance.

The commissioners reviewed Agricultural Covenant between Ed Garmin and Stewart Anderson and the Certificate of Survey # 352. Commissioner Watkins moved to approve the agreement. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

The Board received a letter of acceptance from Kirstie Nelson for the part time Public Health nurse position. This would be up to 20 hours a week with pay at $ 45.00/hour. She will start May 4, 2021.

There being no further business, the meeting adjourned at 3:30 pm.
