Commission Proceedings 08-10-2020
The Carter County Commissioners met on Monday August, 10, 2020 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz, Chairman and Rod Tauck, Vice Chair, Mike Watkins member and Corbit Harrington, Attorney. Commissioner Rosencranz called the meeting to order at 8:50 AM.
Stacey Ashbrook Joined the meeting for the Attorney Secretary job interview. At the conclusion of the interview commissioner Tauck made a motion to hire Stacey as the County Attorney Secretary. Commissioner Watkins seconded the motion. There was no public comment and the motion carried. The position was advertised as a half time permanent position allowing for 20 hours per week. Starting pay will be $15.00/hour with a raise following the six-month probation. Stacey will start employment on August 11, 2020.
Commissioner Tauck has received a phone call from a county resident regarding panels across the auto gates on the Padden Road. There was some discussion to determine if this was an allowable action. Attorney Harrington stated if the auto gates are on the county road the panels cannot block the road. There was also some discussion regarding who is responsible for repair of car gates.
The commissioners and Attorney Harrington reviewed the County Health Board By-laws to be revised by the County Health Board.
Pam Castleberry, Election Administrator, joined the meeting to update the commission on the Governor's Directive providing for measures to implement the 2020 November general election safely. Castleberry plans on writing a letter to the commission indicating that the November Election will be conducted by mail ballot. She has purchased two tabulators to help with counting ballots using the HAVA funds for the State. On Thursday, August 13, 2020 she will present the Commission with a letter of intent to conduct a mail ballot election for the 2020 Federal General Election on November 3, 2020.
The commissioners read the minutes from the 08/03/2020 meeting. Commissioner Watkins made a motion to approve the 08-03-2020 minutes with corrections. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Commissioner Tauck made motion to approve the minutes from the 07-31-2020 meeting. Commissioner Watkins seconded the motion. There was no public comment, and the motion carried.
The commissioners broke for lunch at 11:48 and reconvened at 1:00

The commissioners discussed the funding and repair of highway 323 and highway 7. They requested that Attorney Harrington draft a letter to the Director of MDOT, District 4 administrator, and the Transportation Commissioner.
There being no further business, the meeting adjourned at 3:35. The next scheduled meeting will be held Thursday, August 13, 2020.
