Minutes: January 04, 2021

The Carter County Commissioners met on Thursday, January 04, 2021 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz Chairman, Rod Tauck vice chair, Mike Watkins member and Attorney Corbit Harrington. Commissioner Rosencranz called the meeting to order at 9:00 AM.

Georgia Bruski, DES coordinator joined the meeting to present the Commissioners with a letter to inform the public of the resignation of the Public Health Officer. The letter would include with steps the public could take to receive medical attention trough public Health. There are options to make appointments through Dahl Memorial Clinic or to see a Public Health provider in another county.

Commissioner Rosencranz has talked to Darin Pluhar regarding Plu's Flying Service agreement. Darin agreed to amend the contract with the addition of a meter at the plow shed. The County will pay the base rate and what's on the plow shed meter.

Commissioner Watkins nominated Steve Rosencranz to be the Chairman of the Carter County Commission. Commissioner Tauck seconded the motion and there was no public comment. They all voted in favor of the nomination.

Commissioner Tauck made a motion to adopt resolution 01042021-01 to set the Carter County Commissioners meeting date and time. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

Commissioner Watkins made the motion to nominate Rod Tauck as Vice Chair of the Carter Commission. Commissioner Rosencranz seconded the motion. There was no public comment and the motion carried.

Commissioner Watkins made a motion to set the meal rates according to the state rate of $13.00 for Breakfast, $14.00 for lunch and $23.00 for dinner. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

Pam Castleberry, Clerk and Recorder joined the meeting to request the appointment of ADA Compliance officer. Commissioner Watkins made the motion to appoint Rod Tauck as the ADA Compliance Officer. Commissioner Rosencranz seconded the motion. There was no public comment and the motion carried.

The commission received a call from John Barbero regarding the condition of the Pilgrim Creek Road. He and his wife deliver mail in the Southern end of the County and see a need for culverts and gravel. The Commissioners told John that The Road department is crushing gravel at the Brownfield pit and the Pilgrim Creek Road is on the list of roads to be repaired.

Attorney Harrington discussed the update of the Personnel Policy as per review with Sheriff Neil Kittlemann on 12-31-2020.

OAC Meeting #31

Present: Cody Taggert, Scull Construction Kelly Axeman, Slate Architect, Ryan Tooke DMHC CEO, Georgia Bruski, DES Coordinator

Phone in: Scott Cromwell Slate Architect, Robert Johnson and Chet Price, Scull Construction and Greg Benjamin Stahly Engineering.

Action Items — Star Service Inc. Mechanical Contractors, Propane tank plumbing quote review. Commissioner Rosencranz questioned the size of the regulators required as there is a difference in size and type from the previous quotes.

Flag Pole- specs reviewed and a location discussed.

Canopy Details- table the decision to add soffit to the canopy to save contingency funds for other projects.

Submittals- signage and 3 compartment sink. Ryan is fine with 8" sink. Kitchen tile to be installed January 25, 2021. Elevator go over check list/ install 2/22/20201

Contract Progress- Area C Flooring almost complete, contractor will be adding addition crew members. Cabinets, wall protection, lighting and IT going in. Second Floor is painted. Taping and sheet rock Area A. Area B Plumbing and electrical finished and then kitchen area.

ASI# 23 Tv and power locations for Muth.

Commissioner will select location of flag pole after todays meeting. Cody has contacted washer and dryer supplier for specs so that rough-ins can be completed. Scull Construction will look into the dryer needing a water line for fire suppression. Dax will check specs on the drainage on the East side of the building, and will send plan and pricing to Scull today. Next OAC meeting will include information on Courtyard fencing, concrete and security. OAC meeting adjourned at 11:40. The next meeting will be January 19, 2021.

The commissioners toured the Hospital build site and talked to Robert Johnson about the flag pole location.

Chris Tauck and Megan Phillippe joined the meeting for the Public Hearing on the Cattle Guard resolution 01042021-01. The Road and Bridge department will set a schedule to Clean out or replace cattle Guards as well as culverts. Questions or problems with Cattle guards or culverts should be directed to Road and Bridge Supervisor Carl Knapp.

Commissioner Watkins made the motion to approve the Cattle Guard Resolution 01042021-01. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

Cody Taggert from Scull Construction joined the meeting, they discussed the propane tank plumbing quotes. Commissioner Tauck made the motion to hire Propane Construction LLC, Don Nadeu to complete the propane plumbing project for the Hospital. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.

The commissioners and Attorney Harrington reviewed the Weed Board by-laws as well as the Policy and Procedure manual.

There being no further business, the meeting adjourned at 3:48.
