Minutes: January 11, 2021

The Carter County Commissioners met on Monday, January 11, 2021 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz Chairman, Rod Tauck vice chair, and Mike Watkins member. Commissioner Rosencranz called the meeting to order at 9:00 AM.

Michael Millard Fallon/ Carter Extension, joined the meeting to offer Extension funds to help the Carter County Extension pay for a no till drill. Pam Castleberry Clerk and Recorder joined the meeting to discuss the accounting procedures. The consensus of the commission is that it would be best for the Extension to pay for the drill with grant funds and or Capital improvement funds. Michael left the meeting.

Jesse Pearson, Carter County Treasure, joined the meeting. For the quarterly financial review. Chairman Rosencranz signed budget fund transfers.

Attorney Harrington discussed the Dahl Memorial mill levy and funding the Public Health Department through a separate mill levy.

Commissioner Watkins made the notion to adopt resolution 01112021-01 to approve The Employee Handbook of Personnel Policies. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

There was a brief discussion of the Protection Board and the Predator Board. Commissioner Rosencranz recommended tabling the appointment of a 3-member Protection Board and one Predator Board member until the Predator Board by-laws can be finished and approved.

Commissioner Rosencranz recommended the commission table the adoption of the Weed Board by-laws until the Weed Board reviews them.

Carl Knapp, Road and Bridge Supervisor called the commission to request an extension on the lease of the excavator at $14,500.00 and power hammer at $1,553.00 for four weeks. Commissioner Watkins made the motion to extend the lease. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

Commissioner Rosencranz signed form AIP-OII, Ekalaka Airport Outlay Report and Request for Reimbursement. Airport hanger in the amount of $35,456.35.

The commission returned a Phone call from Trish Loughlin. She is interested in the position of the County Health Nurse.

The Commission approved warrant's reissued for Barriers and Capital LLC.

Troy Fruit Airport Board President, requested that the commissioners include airport snow removal, airport by-laws. Troy left the meeting.
