The Carter County Commissioners met on Monday, June 22, 2020 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz, Chairman and Rod Tauck, Vice Chair and Mike Watkins member. Commissioner Rosencranz called the meeting to order at 9:00 AM.
Jesse Scott Weed Board supervisor, 20-21 FY budget review . Jesse increased the amount budgeted for chemical, everything else remained the same. Has a 4-person crew that is working well. She is looking to replacing the 4-wheelers with side by sides. Jesse left the meeting.
Carl Knapp Road and Bridge Supervisor, discussed condition of roads including 323 and Ridge Road. Carl and the commissioners discussed the request by Justin Kerr to clean out 4 cattle guards on the Padden Road. Carl would like to combine the two cattle guards at the end of the road and put new ones in at the first and second cattle guards. The Commissioners and Carl discussed the land owner's responsibility and liability vs the Counties when cleaning and replacing cattle guards. They also discussed several options that maybe used to clean, repair and replace cattle guards and culverts. The commissioners will consult with the County Attorney for clarification on charging the landowner to do maintenance on cattle guards.

Present: Ryan, Robert, Chet, Cody and Scott. On the phone John and Casey. Troy Fruit joined the meeting.
Safety: street closures has helped with logistics.
Action Items: Scott Cromwell and Ryan Tooke will be reviewing pneumatic tube system. Doug Stieg joined meeting via phone to clarify what services he could provide for the propane tank farm which include the 6 tanks and propane only . Scott will be in contract with Doug for the specs on the tanks and finalize the information on cement pad and the supply lines between the tanks and the building. The supply lines and cement pad portion of the project will be sperate from the rest of the project as it was not included when the tank farm was changed from below ground to above ground . The hospital building fund will pay for the tanks, vaporizers and propane lines.
Contract progress: Patient room mock up finished in several weeks with as much or as little detail needed to view the set up and organization of the rooms. Waiting on trusses they are 3 weeks late. Scull Construction will be doing exterior concrete as Northstar Construction has another job contracted.
H2O meter that will be used Is a 3" as it meets all the specs for the hospital and the Town's flow records.
Southeast Electric has received the transformer and or switch. They are aware that they will need to move the powerlines to the Town well house so the lines are not over the propane tank farm.
Northwest Technical Services, Kyle Hertenstein, will be the commissioning agent for the project. The costs involved was budgeted at $40,000 with an actual cost of $45,000-$53,000 . Northwest Technical Services will provide a proposal and Scott will add to Slate Engineering contract. The next hospital board meeting will be July 6th 7:00 pm; Ryan extended an invitation to all.
Commissioner Watkins made a motion to sign resolution 0622202020-01 to establish office of County Attorney as a part time position at 20 hours a week. Commissioner Tauck seconded the motion . There was no public comment. The motion was seconded and passed. There was discussion regarding pay scale for part-time County Attorneys and Stipend offered.
Adjourned for lunch at 12:00 and reconvened at 1:00.
The commission met in the Courtroom for employee review of the personnel policy handbook. Present: The Commissioners, Kamely Harkins, Jesi Pierson, Cecile' Kuehn, Tricia Lovec, Tracey Walker, Carl Knapp, Judy Wright, Pam Castleberry , and Melissa Schwede.
The Commissioners met in the boardroom. Placed a call to Jade Boggs at The Insurance Store regarding the Road and Bridge Department collision with Greg Williams' steer. Jade stated that the Travelers insurance investigator has no definite finding as there is no clear-cut precedence involving vehicle and animal collisions and report will be finalized after the investigator speaks with County Attorney Wassmann.
Commissioners reviewed County Attorney applications, Personnel Policies and Public Health by-laws. They discussed posting the minutes on the County web page.
