The Carter County Commissioners met on Monday September 21, 2020 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz Chairman, Rod Tauck Vice Chair, and Mike Watkins member Corbit Harrington Attorney. Commissioner Rosencranz called the meeting to order at 9:00 AM.
Guests included the members of the Predator Board, Ralph Brownfield and Gary Heibertshausn. Guests Larry Pilster and Lane Pilster. They joined the meeting to discuss the possibility of a County wide Coyote bounty. The Predator Board has made no decision on the bounty as there may not be a way to supervise the collection and pay out for the coyotes. Attorney Harrington reviewed the open meeting laws with the group and they discussed up dating the Predator Board By-laws.
Tracey Walker Superintendent of schools joined the meeting to review School budgets and levies. Commissioner Tauck made the motion to sign school budgets. Commissioner Watkins seconded. There was no public comment and the motion carried unanimously. Tracey left the meeting.
Policy and Procedures manuals - Neil Kittlemann joined the meeting. The Sheriffs office will not sign the Policy manual. Neil himself or his deputies. He stated that his department doesn't have the same rules to follow as the rest of the County employees. One example he gave was leave slips. He uses a calendar to track time work and leave. They are paid regular time for 171 hours and hours worked over that is overtime. He sees no need for leave slips. Attorney Harrington stated that by not signing the Personnel Policy the Sheriff and his deputies are open to personal liability. Corbit will work through the Policy manual with Neil to address the issues he has with the manual. Neil left the meeting.
Cam La Bree Fair Board President, called into request 5 to 6 more loads of gravel at the beef barn so that Ryan Bruski may finish the new corrals. Commissioner Rosencranz called Road supervisor Carl Knapp and requested they Road department haul the gravel to the fair grounds.
Commissioner Watkins made the motion to sign the Encroachment Permit fore West River Telephone Coop. To bore under the Tie Creek Road to install a new service. Commissioner Tauck seconded the motion. There was no public comment and the motion carried unanimously.
Commissioner Tauck made motion to sign early warrants for The Wagon Wheel and Brence pit application fees. Commissioner Watkins seconded the motion, there was no public comment and the motion carried.
The meeting adjourned for lunch at 12:00 and reconvened at 12:55
Commissioners discussed Courthouse Parking lot and sidewalk project.
Ryan Tooke CEO Dahl Memorial Health Care - The PT Gym heating/cooling ventilation system do not meet specs to cover the additional area of the expanded PT gym. He will keep the commission updated when he has more information. Ryan left the meeting.
Troy Fruit Airport Board president, joined the meeting. The commissioners reviewed and signed the airport master plan upgrade.
The commissioners along with Troy Fruit called Chris Boom from Sacrison Paving to request possible date for Airport paving project. Chris will be in touch to set schedule but should be in Carter County the 2nd week in October. Troy and Attorney Harrington discussed updating the by-laws and job descriptions. Troy left the meeting.
Judy Wright assistant Clerk and Recorder joined the meeting to let the commissioner know that The Town of Ekalaka has ordered a 3" water meter for the DMHC building. They will bill Carter County.
There was no further business. The meeting adjourned at 2:55 PM
