The Carter County Commissioners met on Monday September 14, 2020 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz Chairman, Rod Tauck Vice Chair, and Mike Watkins member Corbit Harrington Attorney. Commissioner Rosencranz called the meeting to order at 8:50 AM.
Carl Knapp, Road and Bridge Supervisor and Garth Conrow present and an he was interviewed for the Road Crew position. Garth left the meeting. The commissioners and Carl talked about the possibility of hiring two employees, adding an additional employee to work on auto gates and culverts. Commissioner Watkins made the motion to hire Richard Brown and Garth Conrow. They would hired as full-time employees with a starting pay of $18.00 per hour, full benefits and six months' probation. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.

Present: John Neisner, Robert Johnson, Cody Taggart and Casey Cuny from Scull Construction. Kelly Axman form Slate Architect. Ryan Tooke from DMHC. Phone in Scott Cromwell from Slate Architect.
Safety- took down road closure signs. PPE required at all times. All visitors must check in at the job trailer. Vests and Hard hats available to check out the job site. Social distancing at work, lunch, as well as after work.
Metal Panel frame outs; the wrong panel was approved. New all metal panels with a flat seem instead of a ridged seem.
Courtyard fence- Hog panel priced at $14,000. They will look into a less expensive fencing material. There will be discussion of the Courtyard panels with Scott at the September 30 meeting.
Action Items Design team - Builders set complete with the exception of the some of the mechanical.
PT Gym ASI including mechanical and plumbing. This will be a sperate PR with separate pricing. We need this complete to set finalize pricing.
Fireplace- We need to find a manufacture of double-sided fireplace.
Canopy- Completed per construction documents. Need a complete detail to continue to finish this area.
X-ray support - Scott stated that Theron was fine with the X-ray machine attached to the trusses. They will speak to Theron about the trusses to confirm.
Contractor Propane Tanks- Muth and Star Plumbing will need cut sheets to get all information they need for install. Carter County will be biding the propane tanks. This will be separate from the Construction Contract.
Contract progress - They are behind a week because the pipe insulator was not on site when scheduled. The front paving will be finished this week. Area B 2nd floor framing is complete besides the PT Gym. The owners approved proceeding with framing the 2nd floor PT Gym extension.
ASI - Pneumatic tube system - Scull will be contacting manufactures to get pricing on this once Scull receives the ASI PT Gym need ASI for pricing and need a complete MEP set.
RFI - #29 Clinic sink accessory detail locations needed for clinic sink. #30 W-20- 3 form and translucent panel shown need to clarify.
Submittals - HM Door Hardware, Wood Doors, Paint, Wall Protection, decon tank resubmittal, hydronic piping, shampoo sink, boiler resubmittal.
RFP (request for proposal) - owner / Architect CAR# 2 reviewing metal wall panel pricing. Clarifications/ Issues:
Owner Items: Asked about windows and if the building will be enclosed for drywall, tape and texture. Scull has windows Coming 9/16/2020 and operational windows 9/28/2020. If not installed in time they have temporary windows available.
Design Team: Wood doors done today. decon Tank, Door Hardware done soon.
Contractor: Pneumatic Tube system- issue ASI and pricing from manufacturers.
Action Items for next OAC meeting:
Owner- Propane tanks, CAR #2 and Metal Panels,
Design Team: CAR #2, Metal Panels, submittals, RFl's ASl's, PR's
Contractor: Pay APP, Pricing for Pneumatic tube system, fireplace and PT gym.
The next OAC meeting will be September 30, 2020.
The commissioners adjourned for lunch at 12:00 and reconvened at 1:00
The commissioners discussed the Highway 323 and highway 7 repair schedule.

David Turch Federal Lobbyist - joined the meeting at 3:10 to discuss a contract with his firm. He stated that he has a high success rate and excellent recommendations. He would help the county by get federal funds for the repair of Hwy 7 and Hwy 323. There was discussion with regard to how money through State DOT. David left the meeting.
Commissioner Watkins made the motion to sign the Task order for maternal/ child Health block grant. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
The commissioner and Pam Castleberry review the information td be included in the bid ad for the Propane tanks.
