The Carter County Commissioners met on Thursday September 24, 2020 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz Chairman, Vice Chair Rod Tauck, and member Mike Watkins, Corbit Harrington Attorney. Commissioner Rosencranz called the meeting to order at 9:00 AM.
Commissioners called Dale Diede to schedule a Public Health Board meeting. The decision was made to have the meeting Friday September 25, 2020 in Court house Courtroom. Dale also discussed his recommendations for testing protocols and positive cases of COVID-19 in the County. He asked about how Dahl Memorial would be reimbursed for the cost of the testing. Pam Castleberry stated that Federal COVID funds received through Public Health could be used to pay for testing.
Commissioner Tauck made a motion to approve the minutes from the September 8, 2020 meeting. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
Commissioner Tauck made the motion to have Attorney Harrington write a letter to terminate the lease for the Old Airport property (Township 2 North, Range 58 East, M.P.M., section 32: SESE.) between Carter County and Neil Kittlemann. This lease was entered into on November 1, 2011 with notice given before April 1, 2021 and expiring November 1, 2021. Commissioner Watkins seconded the motion. There was no public comment and the motion carried unanimously.
There were discussions about the need to update the Predator Board and Airport Board by-laws.
Julia Presas from TC energy (formerly Trans Canada) called conduct a survey to identify new commercial development within mile of the pipeline area in the years 2019-2021. She also asked about new County regulations concerning the pipeline and there are none. This will be an annual survey the results can be found on-line.
Commissioners Watkins made the motion to rescind the acceptance of the Quote from Scull Construction for the replacement of the parking area and sidewalk. This motion was made at the August 25,2020 meeting. Commissioner Tauck seconded the motion. There was no public comment and the motion carried.
Commissioner Tauck made a motion to bid the Courthouse Parking area and sidewalk project. Commissioner Watkins seconded the motion. There was no public comment and the motion carried.
The commissioners called Chris Boom form Sacrison Paving to discuss the Airport paving project. Chris plans to be in Carter County October 5th - 9th. The Commissioners/ Airport board contact have Ken Jesperson to do the pre-paving drainage and grading work before Sacrison Paving gets here.
Tricia Lovec Senior Coordinator, joined the meeting to ask if she would need to advertise to hire someone to take temperatures at the door of the senior center during hours of operation. They recommended that she advertise the position. Tricia left the meeting.
Tracey Walker Superintendent of schools joined the meeting to deliver a letter from Katy Wright Ekalaka school Superintend. The letter pertains to the closing of the school. The letter will be presented to the Public Health Board at the next meeting scheduled for September 25,2020.

There was no further business. The meeting adjourned at 3:15 PM Board of County Commissioners
