The Carter County Commissioners met on Wednesday September 30, 2020 in the Carter County Courthouse Boardroom. Present were Steve Rosencranz Chairman, V,ice Chair Rod Tauck, and member Mike Watkins, Corbit Harrington Attorney. Commissioner Rosencranz called the meeting to order at 9:00 AM.
Commissioner Tauck made the motion to approve the appointments of Vernalee Kittlemann, Vickie Knapp, and Jerry Cine to The Council on Aging. Commissioner Watkins seconded the motion. There was no public comment. The motion carried unanimously.
The Commission reviewed claims and payroll. The commissioners discussed a claim to purchase shoes for the Sheriffs department.

Safety: PPE to be worn on construction site at all times. Social distancing and safe COVID-19 practices are suggested to all workers at this time.
PT Gym- Scull Const. is receiving quotes and bids from sub-contractors to update the space to use it as a gym. The gym project requires expansion of the VAV and HVAC systems. They are working with Norpac to get better pricing options.
Action Items: lead time on Pneumatic Tube system is 45-60 days. There are options for PVC or steel Pneumatic system, with steel proffered. Canopy details- Scott would like to go over details this afternoon. Paint schedule- Paint colors have been selected and a paint schedule is in the process.
Schedule: Area C working on finishes, TC Glass is installing windows. There is temporary heat going in with limited openings into and out of the building to keep the heat in. North area C sheet rock in progress. Norpac is working on the duct work. Exterior metal and cement board siding in progress. Concrete is 3 weeks from completion. Three sets of Stairs will arrive in two weeks.
ASl's and PR's for X-ray support. ASI for Electrified Hardware and casework changes has been released.
RFl's - Clinic sink accessory detail and casework changes have been released. Submittals - Slate is working on wall protection, paint schedule and kitchen this week.
Clarification issues: Fire place with stainless steel trim. Courtyard fence- They are looking into a less expensive option. There will be a conference call with Scull and Slate to go over different options.
Acoustic ceiling tile grid was missed in the bid and vetting with C & T. Scull requested the use of contingency funds to cover the cost of the ceiling tile grid. They have also contacted Gemini Acoustical would contract for $138,000.00 for the complete job, with $56,000.00coming form contingency funds.

Action Items for the next meeting include propane tanks and ASl's, Paint schedule, Courtyard fence design, Kitchen equipment submittals, paint schedule and submittals. The commissioners signed CAR #2 OAC meeting adjourned at 11:12 am.

Adjourned for lunch at 12:10 and reconvened at 1:10.
Cody Taggart joined the meeting for the Propane tank farm bid opening. The only bid received was from A & A Stieg Wholesale total bid $94,567.81 this includes 6 tanks and 4 riser lines. Commissioner Watkins made the motion to accept the propane tank farm bid from A &A Stieg. Commissioner Tauck seconded the motion. There was no public comment and the motion carried. The commission called Doug Stieg to verify the size of the concrete pad needed, as the one in the specs is larger for the above ground tanks than the underground tanks. The commissioners called Robert Johnson from Scull Construction about the concrete slab. Cody left the meeting.
Michael Millward Fallon/ Carter Extension Agent joined the meeting to discuss COVID-19 protocols with for 4-H activities in the County. There will be an achievement night that includes a banquet dinner. Shooting sports will start the first of November with modifications. The color run planned for this fall has been postponed until spring. The commissioners advised him to talk to Dale Diede Public Health Office about specific steps to take for the planned activities. Michael asked if he would be required to enforce the mask mandate if the guests do not comply. Commission stated that as long as the guests are informed of the mandate when they enter the building he should not have to enforce it. Michael left the meeting.
Tricia Lovec Senior coordinator joined the meeting with an employee application to sanitize the Senior Center as well as an applicant to take temperatures at the door. Cecile Kuehn Deputy Treasure/ Payroll clerk joined the meeting. There was discussion on hourly wages paid to the Senior center custodian staff, temperature taker, and the senior transportation drivers. Commissioner Tauck made the motion to pay the Custodial staff at the senior center, the temperature taker and the senor transportation drivers $15.10 and hour. Commissioner Watkins seconded the motion. There was no public comment and the motion carried. Tricia and Cecile left the meeting.
There was Personnel policies review regarding Credit Card purchases. Commissioner Watkins made the motion to deny the charge of $155.00 for 2 pair of men's loafers made by Neil Kittlemann. County Attorney Harrington will draft a letter to Neil's office stating that the shoes were denied and the bill from credit card that is legitimate will be paid and the card cancelled thereafter. Cancel the Claim# 37589 to Chase Card Services. Commissioner Tauck seconded the motion. There was no public comment and the motion carried. A new claim# 37855 was issued and sent to chase Card Services.
Commissioner Rosencranz took a call from Steve Archer with complaints about people in the County not wearing masks.
Being no further business, the meeting was adjourned at 4:33.
